Not really

irssi-xmpp doesn't support converting conversation to a group chat
(http://www.xmpp.org/extensions/xep-0045.html#continue) yet.

It doesn't handle invitation neither, but i'm working on it and it's
almost done.

You can send invitation to a room with /INVITE since the 27 Feb 2008.
